Since December 2023, when Law 14,790/23 was enacted in Brazil, some iGaming and sports betting companies have been working to obtain the necessary permissions to operate in the country.
However, in August, with the closing of the licence application period, companies that were candidates to operate legally came to light under evaluation of their compliance with the established criteria.
To illustrate the progress of online betting regulation in Brazil, we separated the most important of this regulation timeline from the law's approval to the detailed implementation of operational rules.
2023
July: Enactment of Law 14.790/2023, known as the "Betting Law," establishing the regulatory framework for online sports betting.
2024
January: A presidential decree officially creates the Secretariat of Prizes and Betting (SPA) within the Ministry of Finance.
February: Publication of rules for the certification of betting systems laboratories, live game studios, and online games.
April: The Ministry of Finance issues SPA/MF Ordinance No. 561, establishing the SPA Regulatory Policy and outlining a four-phase regulation schedule.
September: Deadline for companies to apply for operating authorization.
2025
January: Start of operations for authorized companies;
Mandatory use of the ".bet.br" domain;
The first permits are set for January 2025 as part of the government's efforts to regularize the sector and ensure transparency and security under the new Ministry of Finance regulations.
The benefit of this regularization is for everyone, as Óscar Madureira points out:

Brazilian legislation imposes strict criteria for licencing and certification. Bookmakers must meet requirements for legal qualification, tax and labor regularity, suitability, economic-financial and technical qualification, and pay a fee of R$30 million, valid for five years.
